Here you must go to statistic the states like Maharashtra and Delhi are the highest effected states that is mostly because of high population density. If you won't agree with me then leave it.

If you see the in second wave many states MP, Delhi ,telangana mostly all states without elections and kumbha mela. which don't cross the 3× cases of the first wave. Like for example maharashtra had the 1 wave peak to 25000 not mostly the peak is at 60000. It same to many states but not same to states with elections and kumbha mela. There are 4 to 5 in some 6 time the cases count in states with elections .
